Call to Order: Chair John Staub called the meeting of the Architectural
Review Commission to order at 8:00 p.m. with the following present:

Approval of the August 19, 2002, September 16, 2002
and October 21, 2002 Architectural Review Commission Meeting Minutes. Approval of the meeting minutes was deferred
until the December 16, 2002 meeting.
2. Continued Consideration of a Request for Anti-monotony Code Review of Home Designs: 520K; 520M; 521J; 521K; 521N; 522K; 522L; 523J; 523K; 523L; 524K; 524N; 525J; 525K and 525N for Indian Valley Subdivision, Submitted by Concord Homes. Representing Concord Homes was Dan O’Malley, Architect, and Concord Homes Representative James Vanderploeg. During the August 19, 2002 meeting the Architectural Board recommended approval of conceptual home designs: 520-J; 521-J; 522-J; 524-L and 524L. During the August 26, 2002 meeting, the Board of Trustees directed the Architectural Review Board to further review the 523K and 525J conceptual home designs.
Anti-monotony Code Compliance.
Concord presented their “Monotony Site Plan – Preliminary Anti-Monotony Lot Study” dated November 11, 2002 to the Commission. Concord noted that they were pursuing separating the development into three development “pods”. These pods were identified as: (#1-purple) the section accessed by Diamond Lake Road; (#2 - yellow) north pod accessed by Route 83; and (#3-orange) south pod accessed by Route 83. Concord noted that the lots identified by the maroon colored boxes (Lots: 7, and 8 in pod #1, Lots: 36, 37, 38, 39, 40, 41, 42, 43, 53, 54, 107, and 108 in pod #2 and Lots: 1, 2, 32, 33, 34, 35, in pod #3) would be restricted to home designs that did not occur anywhere else in the development due to their proximity to adjoining lots in neighboring pods. Staff noted that the proposed Monotony Site Plan did not comply with the anti-monotony code as written. Following further discussion, the Commission recommended that the Monotony Site Plan be modified to include lots 7, 8, 11, 12, 13, and 31 in pod #3 (orange).
Revised Conceptual Home Design
– 523-K.
Commissioner Michaelson-Cohn moved, seconded by Commissioner deGrazia, for conceptual approval of the revised preliminary home design #523-K subject to final approval of the exterior materials. On a voice vote, the motion was unanimously approved.
Revised Conceptual Home Design
– 525-J.
The Commission noted the preference for full masonry on the left elevation. Concord agreed to this design change. Commissioner deGrazia moved, seconded by Commissioner Lyman, for conceptual approval of the revised preliminary home design #525-J subject to final approval of the exterior materials. On a voice vote, the motion was unanimously approved.
Conceptual Home Design – 520-K.
Noting the Commission’s preference for cedar shake or other natural roofing materials versus asphalt shingles and masonry wrap-around chimneys, Concord announced that they were committed to including cedar shake or other natural materials and wrap-around masonry chimneys on all the homes.
Following discussion, Commissioner Lyman moved, seconded by Commissioner Michaelson-Cohn, for conceptual approval of the preliminary home design #520-K as presented subject to final approval of the exterior materials. On a voice vote, the motion was unanimously approved.
Conceptual Home Design - 520-M.
The Commission suggested the following changes: the wall of the right elevation be extended; modify the gable roof situated over the 2-car garage door as designed in 520-K; and adjust the roofline of the left-elevation. Concord was directed to make these modifications and re-submit the plan for further review.
Conceptual Home Design - 521-K.
The Commission suggested the following changes: add break on the right elevation above the six windows; break up the right elevation similar to 521-J; “flip” the location of the 2 car and 1 car garages shown on the left elevation to line up with the post separating the garage doors; add eave brackets throughout. Concord was directed to make these modifications and re-submit the plan for further review.
Conceptual Home Design - 521-N.
The Commission suggested “flipping” the location of the 2 car and 1 car garages shown on the left elevation to line up with the post separating the garage doors as directed for design 521-K. Concord was directed to make this modification and re-submit the plan for further review.
Conceptual Home Design – 522-Z.
Concord noted that this was the only home design with a front load garage. Following a brief discussion, Commissioner Lyman moved, seconded by Commissioner Michaelson-Cohn, for conceptual approval of the preliminary home design #522-Z, subject to final approval of the exterior materials. On a voice vote, the motion was unanimously approved.
Conceptual Home Design - 522-K.
Concord agreed to the Commission’s suggested changes that their be no shutters and that the windows be “trimmed-out”. Following further discussion, Commissioner Lyman moved, seconded by Commissioner Michaelson-Cohn, for conceptual approval of the preliminary home design #522-K with the suggested changes, subject to final approval of the exterior materials. On a voice vote, the motion was unanimously approved.
3.
Approval of Year 2003 Meeting Dates and Submittal
Deadlines. The Commission discussed changing the starting time
from 8:00 p.m. to 7:00 p.m. and limiting discussion to “old” items after 10:00
p.m. Approval was continued until the
December 16th meeting for comment from absent member deGrazia.

Adjournment: Commissioner Michaelson-Cohn moved, seconded
by Commissioner Lyman
to adjourn the meeting. On a voice vote the motion was unanimously approved. Meeting adjourned at 10:21 P.M.
