MEETING MINUTES OF THE
LONG GROVE ARCHITECTURAL COMMISSION
REGULAR MEETING
June 21, 2010
Call to
Order: Chairman Michaelson-Cohn called the regular
meeting of the Long Grove Architectural Commission (AC) to order at 7:00 p.m. with
the following members present.
Members Present: Lynn Michaelson-Cohn; Chairman, Terry
Connolly, Marietta Calas, George Tapas, Richard Brockman and Valerie Plunkett.
Also Present:
Village Planner James Hogue, and members of the public.
Absent: None.
1. Approval of the May 17th Draft Meeting
Minutes.
Several Commission members noted typographical
corrections to the draft minutes as presented. Commissioner Connolly moved to
accept the March 15th draft meeting minutes as corrected, seconded by Commissioner
Brockman. On a voice vote; all aye.
2.
Consideration of a request for window treatments for
the CVS Pharmacy Building, Route 83 and Aptakisic Road within the Sunset Grove Development,
Submitted by Sure Light Signs.
Mr.
Adam Skrzeszewski, of Professional
Permits, sign consultant on the project was available and presented
information of the approved CVS Sign Package minus the window treatments.
Planner
Hogue noted that the petitioner had indicated per the previous direction given
by the AC, that historical photos do not reproduce well as window treatments.
They tend to “pixelate” and appear grainy and shadowy. He explained that the
Chair and he had teleconference with the petitioner and that shooting new
photos in the downtown was suggested to capture the “streetscape” while not
particularly advertising and particular business or location over another. It
was thought that this was keeping within the directions previously given by the
AC and would provide a high quality product which would benefit all parties
involved.
Mr.
Skrzeszewski then presented photos which had been taken for consideration by
the AC for reproduction as window treatments.
Commissioner
Brockman asked if the “poor” elements in the photos (utility poles, signs, etc)
could be photo shopped out of the window treatments. Mr. Skrzeszewski responded yes this could be
done but typically this editing left marks on the photos which were amplified
when the photos became enlarged as window treatments.
The
AC did not like most of the photos which were submitted for consideration with
the exception of the bridge photo (#15) and “prairie photo”. It was suggested
that perhaps each window set could contain a bridge photo flanked by two
prairie photos. The window set-up is not conducive to this arrangement however.
After
discussion the AC offered the following direction;

The bridge photo
(#15) is acceptable.
·
Get better photos
such as;
·
Fountain Square;
·
Village Hall;
·
Mill Ponds;
·
The Gazebo in
Buffalo Park.
·
A banner of Long
Grove.
Planner Hogue noted the bulk
of the signage had been previously approved and the signage request could move
forward without the window treatments.
Commissioner Calas
volunteered to meet and work with the petitioner’s photographer to get better
and more acceptable photographs for AC consideration. Planner Hogue will
forward the petitioner the contact information for Mr. Skrzeszewski to
Commissioner Calas.
The Commission asked that Photo
#15 be reproduced in the Sepia and Black and White color scheme for consideration
at the July meeting. Additionally, no teardrops or CVS logo is to be included
in the window treatments.
A motion was made by
Commissioner Connolly, seconded by Commissioner Tapas to table consideration of
this item to the July AC meeting subject to the petitioner providing new photos
per the direction as given by the AC. On
a voice vote; all aye.
3. Consideration of colors and final “accessory items”
for water system improvement structures
(water treatment plant and storage reservoir structure) to service
Sunset Grove and Downtown Business District on property located at 4180 Route
83 submitted by ESI Consultants LTD.
Mr.
Brian Witkowski, ESI Consultants, was present to explain the items for the
review of the AC.
Planner
Hogue brought one minor revision to the attention of the AC. Due to
reconfiguration of the placement of the equipment on the inside of the proposed
structure a the double man door on the north side of the structure is no longer
required and it is proposed that single man door be substituted in place of the
double door. The project architect
reviewed the modification and was in support of it.
Mr.
Witkowski added further clarification and answered questions regarding the
proposed modification.
Commissioner Calas made a motion,
seconded by Commissioner Plunkett, to approve the modification to the north
elevation of the proposed water treatment plant structure to allow a single man
door to be substitute for the double man door per the sketch submitted by Mr.
Mike Henderson, Concord Construction Services and dated June 16th
2010. On a voice vote; all aye.
Mr. Witkowski then presented
material and color samples for the structure and various “accessory items”
associated with the treatment plant structure. After discussion Commissioner
Calas made a motion, seconded by Commissioner Connolly to recommend the
color/material choices as follows;
