MINUTES OF REGULAR MONTHLY MEETING

VILLAGE HALL

JUNE 6, 2007

CALL TO ORDER

Meeting called to order at 7:34 p.m.

Members present: Kelley Smith, chairman, Lee Bassett,  Bob Borg, Ellen Deasy, Warren Schmitt, Kathy Wiberg    

Also present: Jim Hogue, Village Planner, Gerald Para, Ted Pacyniak, Barbara Turner

 

MEETING MINUTES

           

            Minutes from meeting on May 2, 2007 were reviewed.  Lee Bassett moved to approve;  Bob Borg seconded.  All members voted to approve. Motion carried.  There was no meeting on Wed. May 16, 2007 due to lack of quarum.                                                                                                     

 

APPLICATIONS    

           

            07-03      Pacyniak,  6409 RFD,   Saddle Club Subdivision      Ellen and Kathy visited this site on 06-06-07 along with Mr. Pacyniak.  His request is to remove unwanted vegetation and non native bushes in order to regrade this area to increase the drainage area.  He is working with Lake County Storm Management Commission.  Mr Pacyniak has agreed to use native plants to restore the disturbed vegetation.  He will submit the list of seeds or plants to the CSC before planting.  Ellen moved to recommend Village Board approval of this application as submitted.  Kathy seconded.  There were 5 yes votes and 1 abstention.

 

            07-01    Zhu and Shao, 4803 R.F.D.  The Committee had a long discussion about this small conservancy area in the front lawn of this home.  Feelings are strong on both sides of the issue of small conservancy areas.  Following the guidelines of the ordinance, this area must be maintained as conservancy and planted with native plants or shrubs.  A planting list will be submitted to the Committee.  Lee moved to recommend to the Village Board approval of this application as submitted.  Warren seconded.  All members voted yes and the motion carried.

 

OTHER BUSINESS 

            Gerald Para,  5565  RFD,  Estates of Oak Hills brought to the attention of the Committee that IDOT may have cut trees from the Lot #3 in the Estates of Oak Hills.  IDOT purchased this lot for storgage of soil and construction equipment while this widen Route 22 to 4 lanes.  Bob Block and Jim Hogue will follow up on this issue.

 

            Barbara Turner 3853 RFD,   Barbara is representing a committee to improve the landscaping is the downtown Village area.  This group would like to work on landscaping the berm along the parking lot on Robert Parker Coffin Road.  Jim will pull the plat of

survey for this area and see if it is a conservancy or scenic corridor area and get that information to Barbara.

 

            Tony Gordon,  5547 RFD, Estates of Oak Hills.  The berm, Tony submitted an application for last year, appears to have been completed.  However, it does not appear to have the contours that the engineering drawings required.  The berm appears to have a “snow plowed” appearance. Tony has not yet submitted his seed mix for approval by the Committee.  The last time Tony raised the height of the berm, he added the wildflower mix of his choice.  Most seeds were not native and weeds returned.. Bob Block will check on the berm.

            Lee Bassett moved to adjourn.  Seconded by Bob Borg . All voted aye. Meeting adjourned 9:15 pm
