CALL TO ORDER

MEETING MINUTES
Minutes from meeting on
November 5, 2008 were reviewed. Lee
Bassett moved to approve; Warren Schmitt seconded. All members voted to approve. Motion carried.
APPLICATIONS
CSC 08-07. Rosewood
Subdivision, Consideration
of a request to allow a pathway and an existing berm to remain within a Scenic
Corridor on Old McHenry Road , within the Rosewood Subdivision , Submitted by
Jeffery Braiman.
Planner Hogue outlined the request noting the Standards found in 6-4-4 of the Village Code and clarifying the statements of the Village Engineer . The Village Engineer has indicated that the slope of the berm appears to meet the ordinance requirement of 19%. However the height requirement appears not to be met. Depending on the base elevation used the height of berm varies between 13 and 19 feet; both exceeding the permissible height requirement for berms in a scenic corridor. Also, according to the Village Engineer berms were not included in the final engineering plans. The existing “berm” was to be a temporary stockpile of material excavated from the site. The Village Engineer has expressed drainage concerns with the “berm” as built and those concerns had not been adequately addressed in the October 10th correspondence from Greengard Inc.
The CSCC considered these
issues noting the berm is too high to comply with the Village ordinance that
limits berms along
Kathy Wiberg moved to recommend approval of this application (i.e. that portion of the “berm” and trail in the scenic corridor) seconded by Lee Bassett with conditions as follows;
1) The height of the berm in
the scenic corridor cannot exceed an elevation of 748 feet as measured from the
edge of the Scenic Corridor (i.e. at the
2) A natural seed mix (per
the approved plant list) shall be used to stabilize and cover the berm.
3). All work done to the berm
shall be reviewed and approved by the Village Engineer with emphasis on
drainage concerns.
4) The CSCC concurs with the trail/pathway
proposal within the scenic corridor as identified in the approved engineering
plans for the Rosewood Subdivision.
All members attending voted
to approve.
