Plan Commission Meeting Minutes

January 7, 2002

 

 

 

Present: Chairman Young, Commissioners Coffin, Borawski, Di Iorio, Gould, Jenkins, F. Phillips, L. Phillips, and Walter, Village Manager Doughty, and Planner Kendig.

 

Absent: None

 

I.  MEETING GAVELED TO ORDER

Meeting gaveled to order at 8:03 PM by Chairman Young

 

II. MINUTES OF DECEMBER 4th, 2001

 

Corrections:

Chairman Young moved to accept the minutes as amended.

Commissioner Walter seconded the motion.

Ayes all.

III. OLD BUSINESS

A.     Bulk Housing Regulation

 

Planner Kendig provided tables in an attempt to combine all of the comments and approaches as to how bulk standards might be handled.

 

Memorandum submitted on Building Size by Planner Kendig.

 

The memorandum presents different scenarios as different variables change.

 

Chairman Young suggested that a portion of another meeting is needed to review this material after everyone has a chance to digest it.

 

Planner Kendig will present a slide show on the topic of community character during the next Commission meeting.

 

Chairman Young stated that the Village Board requested that members of the Planning Commision be present on Jan 8th to review the bulk regulations. Commissioners DiIiorio and Gould as well as Chairman Young agreed to attend.

 

 

B.     Lake Cook Road and Route 53 Sub-Area Plan

 

Planner Kendig presented a preliminary sketch of new planning for this area as discussed at the last meeting.

 

Planner Kendig’s sketch mapped out the constraints of the property (wetlands, easements, access roads, building mass, parking required, etc.) for the Commission’s consideration.

Much discussion ensued regarding use of the property versus visual appearance.

 

Also discussed was whether the Commission should proactively create a plan for the area now or wait until some time in the future to do so.

 

It was decided that a questionnaire be created for the Commissioners by Village Manager Doughty and submitted to the Plan Commissioners to better understand each of their approaches for the sub-area planning of Route 53 and Lake Cook Road.

 

 

IV. NEW BUSINESS

A.     Impact Fees

 

Commissioner Borawski moved to publish and hold a public hearing on February 5, 2002 for the purpose of hearing amendments to the Village Code having to do with impact fees.

Commissioner Gould seconded the motion.

Ayes all.

Motion carried.

 

B.     Public Assembly Standards for Special Uses

 

The Commission reviewed the Petition Referral Form dated November 27, 2001 named ‘Public assembly special uses’.

 

The following amendments were suggested for the ‘Proposed Zoning Text Amendment For Certain Special Uses’ dated November 12, 2001:

 

·         Minimum acreage change from 2 acres to 3 acres for neighborhood facility

·         Maximum square feet of buildings change from 25,000 to 11,000 for neighborhood facilities.

·         Maximum square feet of buildings for community and regional facilities to reflect change depending on the number of buildings

·         Maximum lot coverage of impervious surface including buildings to be 40% for a neighborhood facility, 30% for a community facility, and 20% for a regional facility
