Meeting Minutes

February 5, 2002

 

 

 

Present: Chairman Young, Commissioners Gould, Jenkins, Coffin (8:08-12:02), F. Phillips, L. Phillips, and Walter, Acting Village Manager Chen, and Planner Kendig.

 

Absent: Commissioners Borawski and DiIorio

 

I.  PUBLIC HEARING

A.      Impact Fees

Consideration to amend the Village Code to allow developers to pay the impact fees at the beginning of the development or acknowledge that each lot owner shall be responsible for the impact fee.

 

Public hearing started 8:00.

Acting Village Manager Chen read the notice of public hearing as written in the Jan 11th 2002 Daily Herald.

 

No one wished to make comments.

 

Public hearing adjourned at 8:03.

 

II.  MEETING GAVELED TO ORDER

Meeting gaveled to order at 8:04 PM by Chairman Young.

 

III. MINUTES OF January 7th, 2002

 

Corrections:

Date on footer of meeting minutes should read January 7, 2002.

Third paragraph from bottom should read monotony and design standards not bulk regulations.

 

Commissioner F. Phillips moved to accept the minutes as amended.

Commissioner Walter seconded the motion.

Ayes all.

Motion carried.

 

IV. OLD BUSINESS

A.      Bulk Housing Regulation

 

Due to multitude and quantity of topics to be discussed during this meeting, action on the Bulk Housing Regulation was postponed until the meeting of March 5, 2002.

 

 

B.      Lake Cook Road and Route 53 Sub-Area Plan

 

Due to multitude and quantity of topics to be discussed during this meeting, discussion on the Lake Cook Road and Route 53 Sub-Area Plan was postponed until the meeting of March 5, 2002.

 

C.      Public Assembly Standards for Special Uses

 

Commissioner Coffin arrived at 8:08

 

Commissioner L. Phillips suggested that the traffic section be reworded for clarity.  This section will be referred to the village attorney for rewording.

 

 

Commissioner L. Phillips motioned to set a public hearing March 5, 2002 for an amendment to the Village Code having to do with standards for public assemblies.

Commissioner Walter seconded the motion.

Ayes all.

Nays none.

Motion carried.

 

D.      Impact Fees

 

Commissioner Gould motioned to recommend an amendment to the Village Code, Sections 5-9-8 & 6-9, draft dated November 13, 2001 with the addition that an obligation 6-9-4 that in so electing to defer payment, the property owner is obligated to provide notice to purchasers that impact fees will be their responsibility.

 

Commissioner L. Phillips seconded the motion.

Ayes all.

Nays none.

Motion carried.

 

V. NEW BUSINESS

A.      Zoning Fees – Consideration to amend the zoning fees in the Village Code

 

Planner Kendig recommends that specific fee values be taken out of the ordinance (just referenced) so that a change in fees does not require an amendment of the ordinance.

 

Commissioner F. Phillips made a motion to return the zoning fee amendment to the village attorney for re-writing to reference fee values rather than specific fees in the ordinance.

Commissioner Gould seconded the motion.

Ayes all.

Nays none.

Motion carried.

 

B.      Rubin/Hill – Plat amendment to lot 69 in The Preserves at Long Grove concerning the location and size of the building pad in a protected woodland.

 

The Rubins presented their proposal.

Planner Kendig suggested the pads and access paths (including the driveway) be staked out for visual inspection and evaluation of the proposal. The Commissioners agreed with this idea.

 

Owners are also asked to provide the original tree survey.

 

Commissioner Gould is not in favor of this large a building pad.

 

Commissioner Gould motioned to hold a public hearing March 5, 2002 for the purpose of hearing an amendment to The Preserve at Long Grove PUD having to do with a plat amendment for Lot #69’s building pad location and size.

Commissioner F. Phillips seconded the motion.

Ayes all.

Nays none.

Motion carried.

 

C.     Montessori Peace School – Special Use requested for a Montessori school that serves middle and high school needs.

 

Commissioner Coffin excused himself from this discussion since his business was approached to work on this design.

 

A presentation was given on the Montessori school.

 

Discussion followed.  All the Commissioners expressed their desire to encourage this type of use in Long Grove. However, there was general agreement that the lot in question was not suitable for such a use.

 

Commissioner Gould made a motion to let the petitioners know that the Commissioners do not believe that this site is appropriate for this use although they would encourage the petitioner to look for alternative sites in Long Grove

Seconded by Commissioner  L. Phillips.

Ayes all.

 

D.    Indian Valley PUD – A Special Use for a planned unit development for 133 single-family lots on the Indian Valley Golf Club property.

 

Greg Collins presented for the Indian Valley project for Concord Development.

 

Frank  Salathe, VP with Jen Land Design prepared PUD Plan and presented as well.

 

Dan O’Malley, from Bloodgood, Sharp, and  Buster explained architectural proposals for homes on property.

 

A homeowner from the development just to the South was concerned about water run-off into the creek.

 

Ron Adams, Engineer, said he is running studies to see what is happening to water on property now. 

 

There is interest in the Commission to see the mews plan Planner Kendig described as an alternative development design.  The availability of these plans for review was requested prior to the next meeting.

 

Concord development is invited to next meeting.

 

Commissioner Coffin left the meeting at 12:02 AM

 

VI. PLANNER’S REPORT

 

Planner Kendig gave a presentation on community character. (What determines character?)

 

VII. ADMINISTRATIVE REPORT

Next plan commission meeting will be March 5 at Village Hall at 8:00 PM.
