May 21, 2002

Present: Chairman Borawski, Commissioners Jenkins, Gould, F. Phillips, L. Phillips, Di Iorio and Walter, Village Manager Anderson, Village Planner Kendig, Village Superintendent Block, and Village Treasurer Chen

Absent: Commissioners Coffin

I. MEETING GAVELED TO ORDER

Meeting gaveled to order at 8:01PM by Chairman Borawski

II. MINUTES OF APRIL 30, 2002

Corrections:

• Page 2, third sentence change ‘farms’ to ‘Farm’.
• Page 2, 3^rd paragraph - Change ‘management plan’ to ‘common area landscape management plan’
• Page 2, middle of page, sentence should read ‘Mr. Collins does not want the path to be in the public right of way…’
• Page 2, condition 3 change ‘simple' to ‘simple, single’.
• Page 2, condition 4 change swell to swale.
• Page 3 insert prior to the vote the comment ‘The developer asked that the recommendation from the Commission to the to the Board reflect that the bulk standards in existence today be applicable and not those that may be in effect at the time of building. Members of the commission expressed unease at doing so.’
• Change wording in Commissioner Jenkins' motion to ‘… landscape plan submitted by Pugsley & LaHaie dated 4/8 and revised 4/22 …’.
• In same motion remove the date reference to Planner Kendig’s memo and replace with ‘ Planner Kendig’s undated memo’.
• In same motion remove the word: ‘dated most recently 1/15/01 as clarified by memorandum’.
• Page 4, section B first sentence change ‘she’ to Village Manager Chen.
• Page 4, section B third sentence should read: ‘Commissioner L. Phillips suggested the Commission explore whether this petition meets conditions for a special use as outlined in the Village Code.’
• Page 4, section C add ‘ Motion to move discussion of Bulkk Housing Regulations to May 21 was made by Commissioner Walter. Seconded by Commissioner Gould. All Ayes. Motion carried.’
• Page 3 add Condition 18: ‘Driveway width can be the same size as the width of the garage doors plus one foot on either side up to a maximum of 20 ft from the doors and then tapering to the width of the driveway, 16ft.’

Motion to accept minutes of 4/30 as amended made by Commissioner F Phillips.

Seconded by Commissioner L. Phillips.

Ayes all.

Motion carried.

Motion to postpone approval of May 7^th minutes until after they have been proofread made by Commissioner Walter.

Seconded by Commissioner Jenkins.

Ayes all.

Motion carried.

III. OLD BUSINESS

A. Bulk housing regulation

Planner Kendig reviewed latest bulk housing / landscape regulation memo.

Commissioners discussed specifics of regulation.

Planner Kendig was asked by the Commission to submit examples of home size ranges based on his calculations for the following lot sizes and with a maximum height from lowest point of grade to peak of 35ft. (10K, 20K, 45K, 90K, 150K, 450K. sq. ft.)

B. Lake Cook Road and Route 53 sub area plan.

Chairman Borawski stated that the Commission needs to respond to the Village Board with a direction for the what to do with this land.

Staff to consolidate survey sheets for use previously submitted.

Commissioners to prepare a list of the following for future discussion:

• Objectives
• Uses not allowed
• Plan elements that are preferred.

Commissioner L. Phillips suggested that professional guidance may be appropriate in the form of a consultant’s report.

IV. NEW BUSINESS

Commissioner Gould suggested that the Commission may need to rethink its recommendations regarding wells in the future.

V. UNDEVELOPED PARCEL REVIEWS

Commissioners decided to review some submitted parcel reviews at each of the next few meetings in order to form a recommendation for the Village Board.

Commissioner Walter’s reports shall be reviewed first at the next Commission meeting on June 4^th.
