Meeting Minutes

June 18, 2002

Present: Chairman Borawski, Commissioners Gould, Jenkins, L. Phillips, Di Iorio, and Acuna, Village Manager Anderson, Treasurer Chen, Village Superintendent Block, and Planner Kendig.

Absent: Commissioner F. Phillips

I. MEETING GAVELED TO ORDER

Meeting gaveled to order at 8:03 PM by Chairman Borawski.

II. MINUTES OF MAY 7, 2002 AND June 4, 2002

May 7, 2002

Amendments:

• Chairman Borawski should be listed as present.
• Page 2 reference to Marsha Marshall’s presentation should read: Marsha Marshall made a presentation on behalf of the Long Grove Homeowners Coalition on the impact of the proposed petition. In summary, their concerns were that the proposed petition is too large, not in keeping with the area, and does not comply with conditions of a Special Use.
• Page 3 comments by Commissioner Gould should clarify that she would like to make all additional land permanently unbuildable.
• The reason for adjournment should be clarified as due to the time limitations at the school facilities.
• Strike second sentence under Commissioner L. Phillip’s comments.

Motion to accept the minutes as amended made by Commissioner Gould.

Seconded by Commissioner Di Iorio.

Ayes all.

Motion carried.

June 4, 2002

Amendments

• Item I page 1 change sentence from ‘no one present…’ to ‘no public comments were received’.
• Page 2 item 5 correct spelling of Mundelein.
• List Commissioner Acuna as present.
• Page 2 under committee reports change ‘OK’ to ‘commissioners concurred with the recommendations’.
• Parcel 2 add preliminarily approved as Indian Valley PUD so recommendation no longer relevant.
• Move Commissioner Walter’s resignation to the end of the meeting, after Motion to adjourn.

Motion to accept the minutes as amended made by Commissioner Gould.

Seconded by Commissioner L. Phillips.

Ayes all.

Motion carried.

Chairman Borawski stated that due to facility limitations, the meeting would have to end by 10:30 PM.

III. OLD BUSINESS

A. Rubin/Hill

Sara and Andrew Rubin, Scott Ommen arborist, Daniel Lesus Architect were present.

Mr. Lesus reviewed the current plan as submitted.

Planer Kendig submitted a memo dated June 18 listing his opinions on the proposed plan.

Village Staff to speak with Preserves of Long Grove HOA regarding fences.

The petioners land is not currently part of the Preserves HOA but will become a member to receive water to the property.

Petitioner to meet with Planer Kendig to review and discuss Planer Kendig’s suggestions, including the construction of a private pedestrian walkway in lieu of a fence.

B. Zoning Related Fees

Planner Kendig explained memo dated 5/30/2002.

Motion to recommend approval of an ordinance amending the village code regarding certain building zoning related fees as set forth in draft dated May 3 2002 made by Commissioner Gould.

Seconded by Commissioner Di Iorio

All Ayes

Motion Carried.

C. Vision United Methodist Church (Special Use)

Mr. Ken Shepro and Mr. Carl Kupner presented on behalf of the petitioner.

A new drawing handed out as alternate plan.

The plan was discussed

Motion to deny petition of Vision United Methodist Church as originally presented prior to alternate proposal made by Commissioner Gould.

D. Lake Cook Road And Route 53 Sub-Area Plan

Planner Kendig presented the original plan for this area.
