Long Grove Plan Commission
July 2, 2002
Present: Chairman Borawski, Commissioners Gould, Jenkins, F. Phillips, Di Iorio, and Acuna, Village Manager Anderson, Village Superintendent Block, and Planner Kendig.
Absent: Commissioner L. Phillips
Public Hearing called to order at 8:00 PM by Chairman Borawski.
Village Manager Anderson read public notice as listed in the June 15th, 2002 Daily Herald.
No public comments were made.
Public Hearing closed at 8:05 PM.
Meeting gaveled to order at 8:06 PM by Chairman Borawski.

Dr. Sheila Mannix made a presentation.
Chairman Borawski stated that the issue to be determined is whether this petitions meets the requirements of a Special Use on this location. He stated that these lots had been removed from the B1 plan specifically to keep them residential.
Commissioner Gould is concerned that precedent may be set which will lead to other ‘commercial’ uses on other properties down this road. She does not think a public hearing should be called at this time.
Chairman Borawski referenced Commissioner L. Phillips memo dated 7/01.
A straw pole was taken regarding this topic. The result was 3 for, 3 against, 1 undecided.
Motion to hold a public hearing Sept 3 to discuss a Special Use to locate a private Middle school in the R-1 District at 1118 Robert Parker Coffin Road made by Commissioner F. Phillips

Katherine Arnold attorney for Valenti development asked for final approval of the PUD.
Jim Frain from Manhard consulting also spoke.
Chairman Borawski referred to superintendent Block’s memo darted 6/23 and Commissioner Gould’s memo dated 6/26.
Village Manager Andersen presented memo dated 7/2 regarding his conversation with Village Engineer Pat Bleck regarding detention basins.
Planner Kendig spoke of his memo dated 7/2.
The Prairie Trails Land Planner has no problem with Planner Kendig’s recommendations.
The Commission gave the direction that use of ‘tree in bag’ is acceptable.
The Commission also agreed to islands in the Cul-de-sacs but requested that the radius be ample for school busses to turn even during winter snow conditions.
The petitioner does not want to pay for improvements on Kruger because he feels he is not adding substantial traffic. This is the first the petitioner has heard of this request. It changes the economics of the project. The petitioner feels this should have been discussed prior to tentative approval by the Commission.
Motion to table this issue until the August 3 meeting until petitioner can respond to questions raised in memos mentioned above made by Commissioner Di Iorio

A straw pole of the Commission shows unanimous agreement to modify the existing plan for this area.
Planner Kendig to come back with plan guidelines for a revenue generating application that is visually appealing
Daniel Lesus architect presented new site development plan dated 6/28. Submitted ‘survey’ results of neighbors’ comments about fence.
Motion to accept site configuration as presented including building pad on plan submitted dated 6/28 with chain link fence to be removed within 6 months after temporary certificate of occupancy and can be replaced by a decorative wrought-iron fence no higher than 4.5 feet with location as reviewed by Planner Kendig made by Commissioner Acuna.
Seconded by Commissioner Di Iorio.

The Commission requested an agenda item for next meeting regarding the conflict in driveway width specifications in the Zonig code versus the subdivision code.
