Meeting Minutes

August 6, 2002

 

1.             Meeting Gaveled to Order

 

  • Meeting gaveled to order at 8:04 PM by Chairman Borawski.
  • Welcome and introductions of new Planning Commissioners Michael Dvorak, Nicholas Fasano and Secretary  Bret Zacher.
  • Minutes to be taken by Commissioner Fasano.

 

Commissioners Present: Chairman Christopher Borawski, Joseph Di Iorio, Michael Dvorak, Nicholas Fasano, Camy Gould and Fred Phillips

 

Also Present: Village Manager Anderson, Village Superintendent Robert Block and Village Planner Lane Kendig.

 

Absent:  Commissioners Eduardo Acuna, Robert Jenkins, Lisa Phillips and Secretary Bret Zacher.

 

 

2.             Minutes of July 2, 2002 distributed

 

  • Motion to approve minutes of Tuesday, July 2, 2002 Plan Commission meeting made by Chairman Borawski

3.             Old Business

 

A.            Prairie Trails of Long Grove

·         Valenti Builders, Inc. is seeking a recommendation for final approval of its proposed 62-lot PUD on N. Krueger Road.

 

·         Update on project by Mr. Joseph E. Valenti, Jr. Prairie Trails would be an environmentally sensitive 19.6 acre project that would preserve and enhance eight wetlands, 3,345 trees and shrubs and 30.36 acres of native prairie grass and native plantings.

 

·         Valenti Builders, Inc. would include basements in all lots of Prairie Trails of Long Grove.

 

·         Mr. Valenti agreed to comply with and accommodate requests made by Bleck Engineering.

 

·         Planner Kendig commented on a Letter of Memorandum to Long Grove Plan Commission and Village Manager dated August 6, 2002,  re: potential conflicts between covenants and the Village Code.

 

·         Prior to the Plan Commission approving the Valenti PUD and passing on to Village Board for final approval, all Bleck Engineering and Planner Kendig's comments will be addressed. A representative from Bleck Engineering advised the commission that other than differences between interpretation of the Code by Bleck and the Village, which would have to be resolved by the Village Board, the remaining outstanding items were minor.  Mr. Valenti indicated his intent to comply with all outstanding items other than those interpretation issues to be determined by the Village Board.

 

·         Mr. Valenti stated that they would work with Village Superintendent Block to identify appropriate building methods to approve basements on all lots.

 

·         Mr. Valenti stated that he would work with Planner Kendig who in turn will work with the Long Grove Park District to recommend locate trail paths along N. Krueger Road.

 

·         Commissioner Gould motioned for final approval of Valenti Builders, Inc. proposed 62-lot PUD on to N. Krueger Road subject to the following:

 

a.             Acceptance by Valenti Builders, Inc. of Bleck Engineering memo of August 6, 2002.

 

b.             Planner Kendig memo of July 22 and August 6, 2002

 

c.             Village Superintendent Block's requirements for soil sampling and lot remediation to determine basement suitability prior to the issuance of building permits.  All openings to structures must be at least three feet above high water line.

 

d.             Review of proposed water and sewer services.

 

e.             Decreased walking trail widths from 10 to 6 feet.  Developer will work with Planner Kendig and Park District on trail placement.

 

f.              Rolling bond monies to ensure satisfactory landscaping compliance during and at the conclusion of the PUD.

 

g.             Driveway widths to accommodate new ordinance specifications.

 

·         Seconded by Commissioner DiIorio.

·         Ayes all.

·         Motion carried.

 

B.            5829 Blue Heron Drive English basement conversion to a walkout.

 

·         Planner Kendig advised that under the existing Bulk Size Regulations the size of the existing home precludes the possibility of conversion of the English basement to a walkout.  The homeowners are requesting a public hearing for a text amendment to remove the prohibition against variances in that section of the Code.

 

·         Commissioner Gould motioned for a Public Hearing to be held for text amendment for bulk volume at 5829 Blue Heron Drive to convert their existing English basement to a walkout.

·         Seconded by Commissioner F. Phillips.

·         Ayes all.

·         Motion carried.

 

C.            Bulk Size Regulations

 

·         A Public Hearing was held on this matter on July 2, 2002.  A draft ordinance is being prepared for review and recommendation.

 

·         Discussion of Village Planner Kendig's methodology to determine bulk size regulations.

 

D.            Lake Cook Road and Route 53 Sub-Area Plan

 

·         The Plan Commission is considering whether the land uses contemplated for this sub-area by the Comprehensive Plan warrant revision.  A basic statement of objectives is being prepared for review and discussion and for informal comment by Village Board.

 

 

E.             Driveway Plans and Specifications

 

·         Review and discussion of Section 7-1-1-5 of the Village Code to determine if any revision or clarification of the language is needed, with respect to the width of the driveway at the point where it meets the road.

 

·         Review and consolidation of driveway specifications to be prepared by Village Planner Kendig, Village Superintendent Block and Commissioner DiIorio for review and comment from Plan Commissioners.

A.            Undeveloped Parcel Review

 

Chairman Borawski reviewed Parcels 3, 4, 5, 6 and 7.  Comments will be reflected in matrix.

 

Commissioner Dvorak to provide a later review of Parcels 8, 35 & 36.

 

Commissioner DiIorio motion to adjourn.

Seconded by Commissioner F. Phillips

Motion carried.
