July 6, 2004 Meeting Minutes

Call to
Order
Chairman Fred Phillips called the meeting to order at
8:00 pm.
2. Approval
of June 1, 2004 Minutes
Commissioners
Fasano and Chairman Fred Phillips had some changes to the minutes. Commissioner Gould had some written changes
to the minutes that Planner Cage read out.
Commissioner Acuna motioned to approve the June 1, 2004 meeting minutes
with changes, seconded by Commissioner Fasano.
Ayes all, no nays. Motion
carried.
3. Public
Hearing to Consider a Request for a Special Use Permit and/or Any Zoning
Relief Necessary that is Appropriate Under the Zoning Code That Would Permit
the Construction of an Addition and Any Associated Remodeling of an Existing
Nursing Home, located at 1666 Checker Road,

Jimmy Mann and Sig Lefkovitz were present.
Chairman
Fred Phillips still had a concern with the proposed stucco and siding shown on
the submitted plans. Mr. Lefkovitz
assured the commission that brick matching the existing brick will be
used.
Commissioner
Fasano asked that the plans be changed to reflect brick materials and add some
more landscaping on the south façade.
Commissioner Schultheis agreed.
Village Planner Cage added that foundation plantings and shade trees were
typically used.
Mr.
Lefkovitz stated that he would like to
incorporate ivy on the building which the commission agreed could be included
with the landscape plantings.
Commissioner
Acuna would like shade trees added on the south façade, 4 or 5 in the prairie
area. It was decided that foundation
plantings or ivy could be used.
Commissioner
Fasano had some concern with numbers 6, 7, 8A of Ordinance 93-O-23. The Architectural Board would be consulted on
which option would be preferred by the Village.
Chairman
Fred Phillips had questions on parking spaces on the west side of the building,
he’d like them kept to 17 spaces.
Commissioner Fasano asked about stop blocks and the stop sign which was
brought up at the last meeting. Village
Planner Cage said he would consult with Village Superintendent Block on these
matters.
Commissioner
Acuna asked about the air conditioning units being flush with wall and Mr.
Lefkovitz assured him that they are almost flush with the wall.
Commissioner
Acuna asked about the fence around the generator which was brought up at the
last meeting and Mr. Lefkovitz said it had already been installed.
Commissioner
Schultheis asked if there was any new lighting.
Mr. Lefkovitz said no, only one safety light above the doorway.
Commissioner
Di Iorio asked if the metal siding under the windows would be staying and
reminded petitioner that there should be no metal siding, no stucco and no
vinyl.
Commissioner
Fasano felt cedar siding may be an option at this location.
Chairman
Fred Phillips suggested the Architectural Board review the issue of the brick,
cedar siding, no metal under the windows and concrete limestone. Commissioner Di Iorio asked about using brick
to create baker corners and agreed to referring the issue to the Architectural Board
for preferred material for under windows other than metal siding.
Mr.
Lefkovitz said they will re-paint the stucco on existing building. Commissioner Schultheis expressed concern for
a conflict between the foundation plantings and ivy.
Village
Planner Cage said he would ask Village Attorney Tappendorf for a summary of the 1978 Ordinance on page 4
regarding setbacks.
Commissioner
Acuna noted that the Plan Commission will need the plans resubmitted with the
associated changes.
Commissioner
Di Iorio recommended that sheet A3 should be included in re-submittal.
Chairman
Fred Phillips asked if Village Attorney
Tappendorf could document a protective
covenant to preserve the prairie area in front of the addition and add this
into any approval ordinance.
Village
Planner Cage discussed a potential path, stop sign and stop blocks. Mr. Lefkovitz answered that he will comply
with these requirements, and will agree to the path if Temple Chai and Hope
Lutheran church are in agreement on the path.
Commissioner
Acuna motioned to continue this item to the August 3, 2004 meeting,
Commissioner Di Iorio seconded. Ayes
all, no nays. Motion carried.
4. Public
Hearing on the Consideration of Zoning Text Amendments and/or Additional Relief
Necessary and/or Appropriate Under the Zoning Code That Would Permit the
Modification to the Sign Regulation Requirements.
Commissioner
Fasano asked for clarification on item # 7.0 on page 4 and on page 6 – 20.2 – to
remove the required sign painting every 5 years. He also had some concerns with page 7, item #
23.3 on fees and page 7, item # 23.2 regarding garage sale signs. Lastly he asked if three months was an
appropriate time period on page 4, item # 9.0.
Commissioner
Acuna had some concerns with item # 10.0 and suggested eliminating this section
unless a permit is required. Some
changes to draft and bring back changes.
Commissioner
Fasano motioned to continue the public hearing to the August 3, 2004 meeting,
Commissioner Acuna seconded. Ayes All,
No Nays. Motion carried.
5. Adjournment:
Next Regular Meeting, Tuesday, July 6,
2004, 8:00 pm
Motion to adjourn by Commissioner Acuna, seconded by Commissioner
Schultheis. Ayes, all. Nays, none, Motion carried. Meeting adjourned at 9:31 p.m.
