Call to
Order
Chairman Fred Phillips called the meeting to order at
8:00 pm.
2. Approval
of July 6, 2004 Minutes
Commissioner
Acuna motioned to approve the July 6, 2004 meeting minutes without any changes,
seconded by Commissioner Schultheis.
Ayes all, no nays. Motion
carried.
3. Public
Hearing to Consider a Request for a Special Use Permit and/or Any Zoning
Relief Necessary that is Appropriate Under the Zoning Code That Would Permit
the Construction of an Addition and Any Associated Remodeling of an Existing
Nursing Home, located at 1666 Checker Road,

Jimmy Mann and Sig Lefkovitz were present.
Village Planner Cage summarized the changes that had
been made to the plans from the previous Plan Commission meeting.
Commissioner Gould noted that the Village should be
promoting a trail in this area along
Village
Attorney Tappendorf had some concerns with the setback from the
Commissioner
Fasano noted that the metal siding should be eliminated from the plans. Mr. Lefkovitz agreed to do this.
Mr.
Lefkovitz noted that the proposed addition would meet the codes for exiting the
building.
There
were some concerns with the prairie area to the south of the proposed addition
and the Plan Commission would like this area to remain a prairie area.
Village
Attorney Tappendorf suggested that a covenant could be added into the PUD
amendment that would conserve the prairie area.
Commissioner
Acuna motioned to recommend approval of the proposed nursing home addition to
be located at
Commissioner
Gould seconded the motion subject to the listed conditions. Ayes all, no nays. Motion carried.
4. Public
Hearing on the Consideration of Zoning Text Amendments and/or Additional Relief
Necessary and/or Appropriate Under the Zoning Code That Would Permit the
Modification to the Sign Regulation Requirements.
Commissioner Gould had some concerns with section # 10.0 and section
#12.0 and asked if 30 days is an appropriate period of time for business
signage.
Commissioner Acuna and Fasano felt that 30 days is an appropriate time
period for business signage.
There was some discussion on section # 10.0 and Commissioner Acuna felt
that a trigger for changing signs should be based on reconstruction rather than
ownership.
Item # 16.0 needed the penalty section added to the draft.
Item # 23.0 should be eliminated but item # 23.9 is acceptable.
Temporary banners should be permitted and added to section # 24.0.
Chairman Fred Phillips felt that item # 25.5 on pole signs should be
either clarified or eliminated completely and felt that item # 25.9 should be
discussed with the Village Attorney.
Commissioner Gould felt that subdivision signs should be added to
section # 26.0 and had a question on item # 28.1 regarding Gridleys.
Commissioner
Schultheis asked whether the Plan Commission should be concerned with the
enforcement of such an ordinance.
Village
Planner Cage answered that the proposed new sign ordinance should include a
sign enforcement section that the Plan Commission should review but that the
Village Staff is charged with the enforcement of such a section of an
ordinance.
Commissioner
Gould motioned to continue the public hearing to the September 7, 2004 meeting
and that authorization is given for the Village Attorney to draft an ordinance
amendment, Commissioner Acuna seconded.
Ayes All, No Nays. Motion
carried.
5. Other
Business
The
Plan Commission discussed the possibility of setting up some sub-committee
groups to discuss some potential ordinance changes or clarifications.
