Commissioners Present: Jeff Kazmer, Shelly Rubin , Charles Cohn, Wendy Parr, Tobin Fraley, Joe DiIorio, Mike Dvorak, Chairman Fred Phillips

 

Absent: Bob Jenkins

 

Also present: Village Planner James Hogue; Planning Commission Secretary Terri Taylor; Village Attorney Jon Furr; and members of the public.

 

  1. Call to Order: Chairman Phillips called the meeting to order at 8:02 p.m.

 

  1. Consideration of Final Planned Unit Development (PUD) plans and plat for the Canterbury Estates Subdivision, Submitted by Martin Sobanski of Atwell-Hicks Development Consultants on behalf of the Canterbury Park LLC within the R-1 Single Family Zoning (Total net property size of 35.5 Acres +/- ) subdivided into thirteen (13) PUD Single Family Lots located on  the south side of Cuba Road south of and adjacent to the Glenstone PUD. (Discussion by full PCZBA.

 

Final plats did not arrive until the Friday prior to this meeting. Planner Hogue gave an overview to this project because it has been in progress for a long time and it has been some time since the plans were before the PCZBA.

 

The developer’s attorney, David Shaw provided additional overview of the project which received preliminary approval in 2005. There had been stormwater/wetland issues before. The current plan is almost the same as the original, but with engineering modifications that address the issues noted previously. The PUD has a communal septic system, and each lot now has a back up septic as well. In addition, the plan has been approved by the Scenic Corridor Committee.

 

Martin Sobanski, Atwell-Hicks Development Consultants stated that the original plan had 13 lots, but that it was now reduced to 12 lots.

 

Although the paperwork had not arrived prior to this meeting, Village Planner Hogue agreed to review it thoroughly to be sure that all conditions had been met. Commissioner Cohn made a motion to continue this item until the next meeting pending all paperwork is received in good order; seconded by Commissioner Dvorak. On a voice vote, all ayes.

 

3.      PUBLIC HEARING: Consideration of a request for an amendment to a previously approved special use permit and/or additional relief necessary and/or appropriate under the zoning code to allow co-location of additional antennas on an existing monopole telecommunications tower at 5105 Arlington Heights Road and zoned under the R-2 zoning district classification as submitted by Cricket Communications. (Discussion by full PCZBA).

Petitioner was not ready to present at this time.

Commissioner Parr asked about the petitioner’s plans for the building containing the battery due to the possibility of leakage. Plan did not address the type of building.

 

Planner Hogue stated that they would check their plans regarding this potential issue.


Commissioner Parr made a motion to continue this public hearing until the May 6, 2008 meeting; seconded by Commissioner Kazmer. On a voice vote, all ayes.

PUBLIC HEARING : Consideration of various amendments to the Village Code for the Village of Long Grove, Title 5, Zoning Regulations as they relate to the duties and procedures of the Architectural Board. (Discussion by full PCZBA). Approval of Minutes; January 16, 2008; February 5, 2008; March 4, 2008

 

Chairman Phillips opened the public hearing and because there was no audience present, he closed the hearing and the Commissioners began their discussion.

 

Attorney Furr explained the basis for the proposed amendments.

 

Discussion took place between the Commissioners about language needing clarification in these amendments about roles and responsibilities.

 

Commissioners expressed concern about the difference in roles of the Architectural Review Board and the Planning Commission and Zoning Board of Appeals. Petitioners have been confused regarding the approval process. Attorney Furr responded that there was a fine line between the two groups.

 

Commissioner Cohn made a motion to approve the amendment as written; seconded by Commissioner Parr. On a voice vote, all ayes.

 

 

5.      Approval of Minutes; February 5th & 19th and March 4th & 18th 2008

 

Commissioner Parr made a motion to approve the February 5, 2008 minutes as they would be amended; Commissioner Kazmer seconded the motion. On a voice vote, all ayes.  Commissioner Rubin made a motion to move approval of the February 19, 2008 minutes until the April 15, 2008 meeting.

 

March 4 & 18 minutes were not yet transcribed for review at the time of this meeting.

 

  1. Adjournment:

 

Commissioner Parr made a motion to adjourn; seconded by Commissioner Rubin. On a voice vote, all ayes no nays. Meeting was adjourned at 8:45 p.m.
